Tapering jig is probably the best way.

 

Bandsaw, cleaned up with a hand plane is what I'd probably do.

 

Track saw

 

Don't have a track saw…could use a circular saw with a guide? Or the tapering his I guess..

I have done this with my circular saw before. Is it going to show when you are done? Or does it just need to be close? The circular saw method can get a little rough, though a guide helps.

I would use my table saw, sliding, taper sled to make this cut.

Go cheap and easy. Draw the line you want, set between two other 2x's and carefully cut the line. The other 2x's will support the baseplate of your circular saw. When your don clean it up with a hand plane. It works I've done it a few times. It's for a wheelbarrow. Like a mentor preached to me, "you ain't building a piano".

 

You could jig the 2×4 with another straight 2×4 screwed to it.

 

Like others have said use a taper jig.

 

^ if I could build that jig, I wouldn't ask how to make a taper cut. Wow, that's a project in itself.

 

The taper sled is not really too tough to build.

 

I'm just not a jig guy, I guess. I'm sure it's great for repetitive cuts of all kinds.

 

Hey Smitty we all do things the way they work for us,there's almost always another way to do things in woodworking.

 

Could cut it with a band saw and clean it up with a belt sander too. Likely the least amount of material removed as well.

 

Ok you don't want to 'build a jig, I get that. Get a piece of ply 5" wide and 29" long. Put your 2×4 on the ply and screw in down on the cut line. Run it through your table say using the fence. Might take 5 minutes.

 

Why not just use another 2×4 against theffence?

What is stopping you from freehanding it on your band saw? Or using a circular or jig saw? If it's the fact that you don't have a lot of room to clamp a straightedge on a 2×4 then use a 2×6 or 2×8 and cut it to width after. And it can be a lot longer than you need - cut it to length after your tapers are made. The wheel barrow won't care if it's not perfect.
