Check the parts diagram. It shows the upper wheel held on with a nut, and the lower held on with a screw (although it looks more like a bolt in the diagram… not sure what it really is). No need to use photobucket (which sucks)... just place them in your post directly with the "Img" button above the text box.

I did download the Manuel online. I see which hex screw your referring too.
Its kinda hard too tell from the pic, but does it look like the bottom tire is not pushed in all the way? (Which it is)

Do I have to remove the wheels to instal new tires? I've seen YouTube videos where some do and some dont

 

I have this same saw or a model close to it.I haven't ever removed the wheels though. I could see it going either way - it would be easier to remove them to get the tires on, but if you can't then I'd think you could still get the tires on with the wheels still mounted.

 

Even if the wheels are held on with a screw or nut I think you'll need to use a gear puller to get them off the shaft. Then you'll need to 'press' them back on with a mallet and block of wood.

 

So I was able to instal new tires with the wheels still on! Pretty easily, putting the urethane tires in boiling water did the trick. Now just one last issue. My bottom wheel shaft should be sticking out of my wheel, but mine is about 1/8 of an inch from being flush with the wheel. (This is kinda hard to describe, here is a pick from manual)

In the manual the shaft in going all the way through the wheel. Mine is not, should I be concerned about this. I just purchased this saw from craigslist. Want to make sure I didn't get screwed

Your wheel doesn't look like it on far enough. Make sure the set screw is loose and take a mallet and block of wood and try to tap the wheel on farther. Take a something with a long straight edge and place it across the face of the wheels from the top of the top wheel to the bottom of the bottom wheel. The straight edge should make contact or be very close on all the edges of the wheels if they are on far enough. Then tighten the set screw.

The wheels don't have to be perfectly coplanar but they should be fairly close.

 

What you show above from the manual is not the wheel… it's the motor and drive pulley on the machine, so has no relevance to your wheels.

Although, based on your original pictures, it does look like it is missing the bolt and washer that holds it on. I wouldn't run it like that as there is a good possibility of the wheel coming off during operation. Both wheels should come off fairly easily and not require the use of a puller (which could actually damage them), although they can be stubborn sometimes. I would figure out what size/thread screw/bolt is needed for the lower wheel, ensure it's seated properly, and secure it like it's supposed to be.

PS: There should not be any set screws on those wheels. They are held on by a nut (top) and washer/bolt (bottom)

 

You should be sure the wheels are on properly and close to coplanar, but as you found there is no need to remove them to install tires.

 

This may help:

You appear to be missing the bolt and washer that holds the lower wheel on (part #'s 68 & 74). The wheel should be seated against the bearing (#66), keyed to the drive shaft, and held on by the bolt and washer screwed into the drive shaft. The manual calls the washer a 'plate', but it most likely is just a suitable sized fender washer that you can find at any hardware store.

PS: Due to the way it's secured, the lower wheel shaft should not protrude out past the wheel. The washer/bolt will hold it in place and the shaft needs to be recessed slightly for that to happen.

This bandsaw has been a bigger headache then I thought it would be.

Here's my issues so far.

I looked behind the bottom wheel and there is about an 1/8 gap. I will refer to post above about using a piece of wood and mallot to get the bottom wheel coplaner to top.

After putting new tires on (which are seated all the way down in groove on wheel or believe it is) after tracking blade properly in middle of tire and then turning on machine, the blade will act weird. Front and Back of blade will swival opposite of each other. Its not a huge swival at all. But I can see it. Don't no if this minimal movement is normal or not.

I don't no if too much tention. (I set it properly per manual) or if tire sits higher then previous one. But when top door is shut all the way. The blade skims against top of door

I don't no if these are normal issues for a used band saw or not, but all this does is remind me why I love buying new lol

 

So I noticed the screw/ bolt I missing is 1/4×20, which I have plently of, but is the washer I used too big?

 

Washer looks fine… could probably even be bigger - but if it's holding the wheel on, then you should be good to go. Sounds like your blade may be a bit wonky though - is it a new one or the one that was on there when you bought it?
