Will it work for what? Pumping up tires? Nope. Generating vacuum, assuming it is personal, yes! Stabilizing? Sure. Vacuum hold downs or bagging, maybe?

That looks like a 5 CFM pump, which should be enough for most flat-panel vacuum bag work and it should also be good for vacuum clamping.
