A friend came across this at a thrift shop and gave it to me as I make dollhouses. We’re not sure what it is and how to use it. The bits are about 1.5” long and look like tiny lathe tools. Any ideas?

It’s an Archimedes drill.

Yep, that’s what it is! Put a drill bit in it and then work the “slider” up and down to rotate the drill bit while you hold the drill bit on the wood. The bits I see are for the drill and cut by rotating back and forth in both directions. A touch awkward to use, but you soon get the hang of it.
