In a round-about way this tool is related by it’s use to tools you might have in your woodworking shop. In my 72 years, I have don’t remember seeing a similar tool before, although probably not too uncommon. I have to say though that once I tried it for it’s intended purpose, I was quite impressed with how well it worked.

Here is a pic of the other side.

Multi-purpose sharpening tool. Supposed to also be a glass cutter but the little wheel on the end doesn’t turn. Possibly froze up.
I sharpened a pair of scissors in seconds with it.
