I'm thinking that the 2lb cut of shellac is the problem. If it wasn't applied & sanded evenly it is blocking even stain penetration. On red oak you shouldn't have to deal with hardly any blotching I would have skipped the shellac.

It it was me I would sand and start over for the best results, depending on how bad it is. If your spraying you could try using a toner coat.
