When I began setting up the 2" sleeve on my Powertec oscillating spindle sander I forget to put the appropriate washer on top of the sanding drum. I turned the power on and the drum became jammed on the spindle and now I can't remove the drum. Help from anyone out there would be greatly appreciate.

I'm not familiar with that brand, but if it like mine, there is a 1/2" spindle and you slide the rubber drum over it with the corresponding size sandpaper drum. When you tighten the nut on the top it expands the rubber into the paper drum to hold it tight. With mine if I don't tighten up the nut ans washer on top, the drum will slide up and down freely. I'm trying to picture what is happening to yours if you did not have the washer. it seems that it would be too loose to work. Can you remove the nut on top?

I hope I am not stating the obvious, but on my Ridgid, the nut has a left handed thread. You have to "tighten" it to loosen the nut. I also cut a 5 sided hole in a piece of wood in the shape of the nut to add some leverage to loosen it. Even with normal operation, it is nearly impossible for me to remove without my special tool.
