Recognize this tool?

I found this at a garage sale thinking it was a burnishing tool, but it's too soft as you can see from the scratch marks. I'm wondering what it might be for. Has the brand Carboloy with H2 4D as well.

Looks like a diamond wheel dresser tool. There should be a tiny diamond at the end.

If it's soft metal shaft, it's probably not a burnishing tool. You can try it as if it were, to check out the results. Does the end look snapped off?
Yea, too soft. The tip definitely looks like worn marks going around it so the wheel dressing tool makes sense. Had to lookup what those are :).
