Powermatic lathes are pretty much bullet proof. If it looks clean, and if all movable parts slide on the ways, it’s should be good to go. Start it, and listen for any noise. It should be pretty quite except for fan noise on the motor. Other than that, get some help to move it. Be prepared to move it in pieces. Pack the headstock securely if the VFD is attached to it.
You didn’t say what the price is. Care to share that bit? Just nosy.

Well, the lathe wouldn’t run when I got there. The owner hadn’t run it in 2+ yrs due to health complications, and didn’t check it before I came. He’s going to call me when he gets it operating, but I have my doubts on it now. He said that had never happened, and was genuinely perplexed (all breakers were fine, but he didn’t have anything else to check the power source). He did mention that if he ever went long periods w/o turning he would sometimes have to jog the power and hit run on the inverter box.
