The first segmented turnings that I did I flattened with a sanding disc I made with a plywood disc mounted on a drill press. It worked pretty well. I think that you could make your slanted rings by tilting the table. It did produce a lot of dust though.
I’ve had a drum sander for several years, and I think that you’ll really like it. I’ve never tried sanding veneer with it.

I have a Jet 16/32 and wouldn’t part with it.

I sand thin strips, glued-up segment rings, etc. I use a simple plywood sled with sacrificial strips on each side to eliminate snipe.
