I apply it with a foam brush, in thin layers. Works great. I never have actually wiped it on, but just used the foam brush.

On the advice of a pro woodworker, my first coat is with Watco Danish Oil, sort of using it as a seal coat. Be sure to let the Danish Oil dry completely. First coat of Waterlox looks awful. Second coat looks better. Third coat looks great, and I usually apply a fourth coat. I use the Sarin.
