G, I am not certain why you want to have 3-4 layers of substrate, but here are my thoughts: Use the substrate as desired and veneer 1/8” oak to the substrate. Or, don’t use the substrate and only glue the 3/4” oak to the front of the bar and let it float toward the back. FWIW

What about some type of cleat, just like a normal table top. plenty of room for expansion

I might offer that this sounds like a great application for a nice oak plywood. no worries about expansion. You could band the edges with a nice oak molding to cover the plys.
