You don’t say what your budget is. I would say, in general, most any commercially available heating system properly installed would be perfectly safe; gas/electric forced air, radiant, etc. Since you are considering a new floor, maybe radiant floor heat would be worth considering. You could also replace your AC unit with a combo AC/heat unit.
