Buy used and you can recover all of your money (or possibly even more) when you re-sell it in 18 months. Buy new and hope you can get half of it back.

A few more details:

-I was wanting to stay under $1,000

-I’m not turned off by finding a quality used saw, but I don’t think it would be ideal to have to put a lot of work into restoring or getting a used to operational. I already have limited time, so I’d rather spend it hacking up my first few projects and builds instead of restoring an non-operational saw

A unisaw is gonna be a beast to move! Maybe grab something like a good used contractors saw that you can keep, move or sell once you get settled without, as Brad said, losing any $. Once in MN you can then upgrade.
