The hand wheel drives a chain like a bike has that turns sprockets on the four screw post. Inspect the chain and sprockets for jamming by any wood chips.

Open up the top cover and check for wood chips. I once had a hole in the dust shroud, and the inside of the planer completely filled with sawdust. The height adjustment crank wouldn’t move at all. I replaced the cracked shroud to keep all the dust moving on to the dust collector, and it was fixed.

Thanks guys! So turns out the chain was jammed with sawdust.
When I took the top off it was covered in sawdust and upon further investigation I found that the adapter I used to connect the dust collection to my shop vac had clogged, causing sawdust to become backed up into the planer. Once I vacuumed out the top of the planer the height adjustment works perfectly. Additionally I’ve learned it’s much better to have a wider hose for the dust collector.
