I just looked at the article. The base is 24-3/8” long but the faces of the fence move so the overall length of the fence depends upon where you have them set. Since they are each 13.75” long, the theoretical minimum is 27.5” but they would need to be at least far enough apart so that a bit can fit between the 2 halves. Also, you can size the fence to be whatever length you need it to be for whatever router table you are building. The same is true for the router table itself. Size it based upon whatever fits you needs and the space you have in your shop. The router table top that I made years ago is about 31×21, including the edge strips I put to hide the plywood edges. That is plenty big for most things but not so big that it takes up a bunch of room in the shop. That size would fit the size of that fence design fairly well IMO.
