Mark, I think the 3/8” will work just fine because of the total width.

I agree that the tenon is big enough, but where you will get into trouble is if you glue its full length into the mortise. Perhaps the plans address this, but you want to apply glue to just the top 1/4 to 1/3 of the length of those tenons. If you glue its full length, the board will split eventually.

If your panels or plywood, you should worry about wood expansion. for gluing. If panels are solid wood then it matters where you put the glue. the size of your 3/8” tenons should be fine.
