It sounds like something is either broken or binding up when the fence is on the table. I would first try cleaning everything and lubricating the larger parts, table and rails with paste wax, and the smaller workings of the lock with dry lube. I wouldn’t go disassembling too much until I knew that cleaning/lubrication did not help. I have a Bosch 4100 and it’s a night and day difference between when it needs to be waxed,and after its been waxed. Good luck.
