It does. I built mine about 12 years ago, and that’s all it’s ever had…works fine. Make sure the blocks are tight enough to the edges to prevent movement, but by the time I had mine assembled and everything on it (including the fence) I’d bet the whole top assembly is well over 100#....plenty to hold ‘er down. The phenolic tops from Woodpecker’s (unless it’s changed) was just plywood, topped with phenolic…not much different than mine topped with HPL. Drill holes into it and screw the blocks on.
