Had the same issue on a General years back, after making a nice case for new larger capacitor. Only to find it did not repair the motor issue, I found out some dust had gotten to the centrifugal start switch. After a good cleaning and plugging some small holes on motor casing, problem solved and the new unused capacitor sits waiting on shelf.
