To the OP, what is your location?
Here in PA, it is a given that wood is sold rough sawn, generally kiln dried, with surfacing or jointing extra. Take a block plane with you, to look at the smoothed surface. If you are in the North East, a top lumber supplier is Groff Lumber, in Quaryville, PA. I ve been buying from them for years, and never an issue. They will mail order, shipping via UPS, with shipping charges very modest.
-I’m in southern Maine. Around here wood is usually listed as rough, S3S, etc. I tried to buy the piece of wood in the picture, they wouldn’t sell it to me.
