One other choice, which adds versatility is an inexpensive electronic tuner. That could include your phone.

I and my buddy built a few dulcimers in my shop. He’s the music guy, I’m the sawdust guy. He had trouble with the fret position calculations and I just asked him why we couldn’t use a piece of fret stock with the back removed to pick the locations?

He tuned the instrument, we slid the fret material under the strings and plucked, moving until the note we need rang true. When it did, we marked the spot and moved to the next.

He’s happy with the results.

To make the test fret, we filed the back, which goes into the neck off. You can make it a bit longer and bend a loop on the end to make it obvious it’s your fret setting tool.
