I would think the question there, is the “counter” level so that setting down on it wouldn’t create problems. If it is clearly not level, then you have 2 choices either to level it, or do some form of attachment to anchor to the wall. Something like a French cleat maybe? It will solely be a wall mount then , so both top and bottom attachment would be optimal.
