1/16” is a lot of run-out, the owner could probably have brought it back for a replacement. Can’t think of a model that is not an import nowadays, some imports are better than others. Delta is now owned by a Taiwan company. I have found tools coming out of Taiwan are well ahead of what is coming out of mainland China, just like Japan is half a century ahead of the rest of Asia and are considered a high end source now.

When your measuring in the thousanths I think all 12” discs are going to have a little run-out the nearer you get to the edge. Fortunately or unfortunately depending on how you look at it, discs are all made from aluminum nowadays and you can touch them up with a simple sand paper block, within reason, to much and you will get vibration.

I have 3, 12” discs from Busy Bee in Canada similar to Grizzly in the US, never had a problem with them and I abuse them all the time with my metalwork,ha,ha. They still try to source out of Taiwan when ever possible. Long established names like Delta have greater control over the manufacture of their products and so are less likely to run into a dud with there name on it.
