I personally like the craftsman 113 that I have. I do agree with most everyone that the $200 is almost double what it’s worth. As far as safety goes, 99.9% or table saws will cut u as well as wood if u touch the blade. The only exception that I’m aware of is the sawstop which is a $2,000 + alternative.
If you can find a nice 113 for $150 or less that has all the parts and is in good shape I’d say go for it but to me the one listed is not worth it.
I’d suggest you do one of two things. Buy the cheap $70 saw (maybe they’ll come down to $50) and use it a bit while u learn on it (then sell it with little to no loss of money) or go to Menards or some other big store and buy the cheapest belt driven saw they have. I highly suggest tht you keep away from all the contractor saws that the big box stores sell. They are fairly close to junk unless you just desire the ability to fold them up due to work space constraints.
