When you put a clear finish over paint you have to consider the possible changes (yellowing) of both the finish and the paint. When I worked for NASA we spent a lot of money for a “non-yellowing titanium white paint” to use on spacecraft to be landed on the moon. Then Apollo 12 landed close enough to one of the landers to check out the changes after 2-1/2 years. The paint had turned tan.

Your rocking horse may not be in such a hostile environment, but it WILL likely change color over time.
