Something doesn’t jive… it looks like that motor is rated at 32A @ 120v. My guess is that it’s wired for 240 and you are trying to run it on 120v. You need a minimum of a 20A 240v circuit for that machine.

As for vibrations, and given the age/condition of the machine, IMO you should probably go ahead and replace the belts and bearings (arbor and motor both), and then properly set the belt tension.

PS: Post a better picture of the starter. Sounds like a NEMA size 0 (zero), but can’t tell from the picture.
