Shapers are typically quite cheap at industrial auctions or even on Craigslist. That would be what I’d use to make raised panels and moldings. Routers are more for edge profiles, dados, and rabbets. They can do heavier work, but they’re not beefy enough to do it all the time like a shaper is.
