Maybe nothing, maybe depth of cut is too much. Couple of questions, does this have staggered knives, or 3 solid knives? What is the depth you are taking?

Does it have skirts? Are they on? Or an open legged machine. Are you getting anything into the dust/chip collector?

For giggles also put down the model number of the JET you bought, all tools are not created equal. It’s possible an owner of that machine could tell you what they get.

It isn’t a stretch that some chips do fly out onto the infeed table. I have seen skirted machines with the skirts off, and they had terrible chip collection, put the skirts back on and problem went away. Some unskirted machines misbehaved until plywood skirts were added, suction almost always improves with a better enclosed machine. Not seeing how much you are getting back I can’t really tell you much.
