One of my friends in Idaho doesn t have gutters but his roof overhang is longer than most and a steep slope away from the house just about where the overhang ends. The slopes drained to a large filter and into a cement cistern underground. However, this is not legal in all states/cities!

I didn’t actually realize that gutters were required in some places. I was also thinking the roofs in my sub-division are quite steep, so steep they don’t even require tar paper under the shingles. I also have quite the grade in my backyard, and it has a shallow ‘ditch’ that contains a drain. So it doesn’t seem likely that this would be the case for most people.
