If the hammered Rust-oleum is anything like the regular stuff, it doesn’t need a topcoat.

The directions wrt recoating times are oddly specific for Rust-oleum. You’re supposed to either apply a second coat very quickly, or wait a couple of days. I’m not sure how important it is to follow those instructions.
