Can your router mortising jig do rail ends? If so, there’s no need to chisel anything, just mill a long piece of tenon stock and use a rounding over bit so you can cut off loose tenons.

If the mortising jig you have now doesn’t do rail ends, you can build the Morley Mortiser.
