On my old Bridgewood table saw the height adjustment is done with a worm gear on the end of the adjustment shaft. The worm gear meshes with a semicircular gear that raises and lowers the saw blade. There is a roll pin thru the end of the worm gear. Sometimes this pin shifts slightly thru vibration and jambs against the semicircular gear. That prevents the height adjustment shaft/wheel from turning.

This is all conjecture. Just based on my saw.
