even though this is an old thread, I think the information is still current.

when I worked for Lockheed-Martin, the return spring was mandatory
for the reason: “if for any reason, you bend down to pick something up
off the floor, there is no possibility that you can contact the blade when
you stand up.” that was the only reason that was given to me.
this was on a 14” RAS which could inflict considerable damage or death
if a person should stand up and come in contact with a spinning blade.
