ROS works by centrifugal force. During heavy material removal with coarse paper and much downforce the motion can almost be stopped, so material removal is slowed greatly. The geared disc will maintain the motion and material removal.

For finish sanding the geared type can remove too much material. Depends on whether you want a finish or rough sander, both can be used for either, but the design intent is different.
