By “those two allen bolts”, I’m assuming you mean the bolts for the rear trunnion that are referenced in the owner’s manual. There should also be two bolts in the front trunnion. Those might need loosened, as well, to give you the full amount of adjustment. The parts breakdown shows that both trunnions have slots for the bolts to allow adjustment, but the manual only references the rear.
