My way of doing this would be two options -

1) Try alcohol to remove. But test the finish in a small out of the way place on the dulcimer to make sure it isn’t shellac which alcohol will dissolve. Most other finishes will tolerate alcohol.

2) scrape very carefully with a NEW single edge razor blade using as little of the blade as possible. Finish up by rubbing carefully with “four ought” (0000) steel wool, the finest available, then rub out with some very fine automotive rubbing compound to bring back the shine.
