Shortly after posting this question, but after hours of scratching my head. It dawned on me to just clamp the shaft with pliers and turn the sleeve by hand to back the bolt off. The nut was embedded tight enough into the rubber sleeve that it just backed right off. Then used a dowel rod to pop the nut free of the sleeve. It’s usually the simplest solution that works best. Lol
