The only reason to add thinner to spar varnish is to get it more open time. So the brush marks or any bubbles can pop. I stopped using it at least 10 years ago since they changed to formula.Im also in California so I just stick to General finish.
The way your building a top coat will take months to have anything close to brushing out three coats. That’s why I suggested starting over.
