Loren, that too is way cool and looks very, very heavy! You have a non-relieving pressure regulator plumbed to the cylinder and it shouldn’t be leaking regardless of where it’s set. It’s not dangerous since your only using compressed air but it is inefficient. Based on the approximate diameter of that cylinder it should be able to easily apply over 5000 lbs of force to whatever you might need to clamp. I can’t imagine what something like that produced today would cost new.
