Off topic response…Just wanted to make sure no one thinks my response is related to woodworking. LOL
Usually, there is a RJ11 jack at the outside box where you can plug a phone in for testing. This allows you to check to see whether the problem is related to the incoming line (not your problem) or the house wiring (your problem). Plug in an old phone (not one you have to plug into AC if possible—I always keep one around for power outages) and see if you get the same problem. If you have one also plugged in inside, you’ll have a control for your test. If it also rings outside randomly, then you can call Frontier again and tell them the problem is theirs and not yours to fix.
