I’ve used guide bushings with my original PRL for inlay cutting boards.

Have you tried to rotate your router motor 180 degrees and see if the offset changes?

If it does, you may be able to find a sweet spot where it is centered. If there is no change, your theory is probably correct and you need to try other options like shimming or getting Woodpeckers to do a swap.
