I doubt it is the bullets that have worn down, but the pot metal sleeve (angle pointer bracket) that gets worn down. Over time, and raising/lowering the blade without first loosening up the lock will wear a groove in it – to the point where the locking bullets no longer make sufficient contact. Here is an example showing the inside of the sleeve:

To replace, you need to first remove the crank handle, and then the two screws that hold it on.

Also – I’ve found that the lock isn’t really needed. Mine was missing the lock knobs when I bought it, and I used it without them (both height and tilt) for quite a while without any problems. I did finally machine up my own lock pins that I have in there now, but that was just because I had some spare time and felt like playing with my metal lathe :)
