It’s really difficult to judge from the pictures, but it looks flimsy to me – particularly the screw down levelling pads that would need to lift the wheels and support the weight when stationary. Just from the design alone, I can’t imagine it being able to support 700lbs. I have a delta base for my Unisaw (fits the Grizzly 1023 and 690 as well!) that can support that much weight, but it’s made out of welded 1×2 tube, not bolted together flat stock.

How heavy are the machines you want to use it with? For something like a bandsaw or drill press, the $30 mobile base from HF would work, and you can get it from a local store which is handy if you have problems or it’s missing anything.

Of course, if you are handy and have access to bed frame angle iron, you could always make your own :)
