Betcha there is a small burr where the set screw was drilled/tapped… it doesn’t take much and many times you can’t see them. I’d take a round file, or even some sandpaper wrapped around a dowel and carefully ream out the bore a bit just to make sure. Don’t get too aggressive though! Then try turning it on the shaft as you are installing it… it should spin without a set screw in there, and the flat spot on the shaft will help remove/smooth any remaining burr. Otherwise, I’m out of suggestions :(
