Did they cut the beams to inset the gutter? That’s a design element that’s destined to fail, especially in snow country. If it were me I’d cut those rafter tails off so the rot doesn’t wick up into the wood under the roof. If that’s unacceptable to you I’d try to bend sheet metal to cap them and slide that up as far as you can.
