Ill have to agree with the first comment, that table looks awful. Certainly not a true through tenon, not possible.

If I were to do it, I would rip the legs down the center, cut the notches, and glue it back together. Another way, as others side, would be cut the stretcher into three chunks and glue it up that way. Another way, much more challenging, would be to create and actual through-tenon, that goes all the way though the legs and into the end cap, which would have a mortise to mate there.
