What I see is that the stretcher is cut into 3 pieces.
The center is attached between the 2 legs and the ends of the stretcher are attached to the outside of the legs.
No through tenon from what I see. Look at the radius of the arch, it’s not consistent, you can tell the ends were cut off and moved to the outside of the legs.
Not how I would do it, but that’s how it looks like it was done to me.
