The disappearing splitter is under the throat plate, so you might have missed it. Last Unisaw I bought had one (along with the same Biesemeyer commercial fence and over-arm guard), and even though the PO had used it for years, was surprised when I pulled the plate up to remove the blade and I pointed it out to him. He never knew it was there :) A new one is around $70 from Amazon.

And depending on where you are and what metal suppliers you have around you, a front tube and rail should not be any more than $100 at the most, and most likely a lot less. Stock Delta mobile base was $51 at HD or Amazon w/free shipping, but now appear to have gone up to $65.

But as I always mention, the key to buying used is to find them as complete as possible, as it’s the missing stuff that can bite you. By the time you add in the missing rail and sticky tape, some new bearings and belts, a mobile base and anything else that may need attention, you are starting to push the final cost up quite a bit. Depending on your goals, you could use those missing bits to negotiate for a lower price – and wind up with a really nice machine for significantly less than anything available new. Or, you can resist the ‘gotta have it now’ urge and wait for the next nice machine to show up – which will happen if you are patient.
