It would help if you could describe what you need a band saw for. Cutting curves or re-sawing?
Most basic 14 inch saws will do the curves fine but only the better quality ones with a 1 hp motor would be satisfactory for re-sawing.
As critical as anything else is the quality of the blade. Even a great saw won’t cut well with poor quality blades.

If you are in no hurry watch Craig’s list and other places for a good used saw. Need it soon, I agree with WhittlMe, check out the Grizzly selection (go to their web page) and even there watch for a sale. They seem to rotate their sales from one saw to another every few weeks. I would strongly recommend one of the 17” saws but that may be out of your budget. I just sold my 14” Delta for $400 (15 years old but in great condition) with no problem if that gives you a price reference.
